He’s just that thrilled to see a white guy in distress. This is man so filled with venom that he lets it out in the strangest ways.
The man is deliriously happy - he is quite successfully overseeing the destruction of America.... his wildest dreams are coming true, and more - NO one in D.C. seems the least bit interested in stopping him.
