The no-fly zone still exists. That will keep the pathway clear for the drones. A couple of hellfire missiles, and it will be blamed on a "gas explosion".
Since the investigating agencies will be in league with those which made the hit, by the time the investigation of the "gas explosion" is over, no evidence to the contrary will "exist"
In fact, I'd expect the cause to be announced before the ashes are cool enough to sift.

Not going to happen.
Drones are their ISR. They will be running EO and IR packages to pin point all the guards, lights, dogs, etc; for the take down. They will wait until most if not all the militiamen are gone. Time is on their side.

So far, the NOTAM only goes up to 3,000ft AGL. Someone with a camera can easily fly to, say, 3,500ft and not violate the NOTAM.
