The Sanhedrin pressured Pilate to crucify Christ. Pilate was reluctant to do it because he just didn't see any evidence warranting crucifixion. The high priests made the argument that Jesus was calling himself ‘’King of The Jews’’. The priests said there is no king but Caesar.

Yes indeed, the high priests were certainly instigators to be included with Pilate and the Romans.
