What does this MEAN?

There has to be a MECHANISM.

Has any government program ever "collapsed under its own weight"? No. I guess we'll just have to wait until the whole thing comes crashing down.

What does this MEAN?

It means let it go forward and have the voting public lose their doctors, their existing plans, receive huge premium increases and huge deductibles, and demand that the law be radically changed or repealed.
