It can't be. Even when you opens and execute the pdf file with your browser to the White House hyperlink, you can see the actual rectangular white spaces that were cut out in the base document get pasted or copied as the consecutive image layers are added to render the full image. All 100% fake.
To get an exact, and they said exact, replica they would have needed a true original.
