If it was a legit scan of a paper document like the WH says - THERE WOULD BE NO CLIPPING MASK.

Well, it is true that any image sent via email or posted online is electronic.
But there is a difference between an electronic copy of a document, and an electronically composited document.
And this is not a scan of an original document from 1961. It is not only composited, but poorly composited. There is a big, big difference.
From what I have seen (and I didn’t need to be a Photoshop or Illustrator expert to see the problem, even though I have been using both of those programs extensively since about 1992) the document is fraudulent. Given my experience with electronic documents and compositing, it isn’t even close.
As a matter of fact, I admit to being suspicious that it was done so amateruishly. It is almost as if he knows nothing will come of it, and posted it for a laugh.
