Sellers (see "established" in my comment #30) would do so out of fear and pride. The very few sellers who would disobey would price items sky high. This isn't the America that I grew up in. Interesting stopped-up market we're seeing now, too. Looks like the "gatekeeping" plans of political/regulator class folks are well enforced in every level of politics and the market again.
