After only a quick scan, it appears that this proposed legislation is for a buy-back program. It allows only one gun per person. It does not make any gun illegal. So, since I don’t have an inoperable, irreparable firearm that is listed, I would not be turning any in to authorities.
Nevertheless, the bill is repugnant to fiscal sanity, and is government interference with individual rights. Hopefully it will not be granted any “daylight” in the Republican controlled House.
As I wrote, this was after a quick scan. So if I’m missing something, please correct me gently.

Pondering the mechanisms by which confiscation could be made workable in the US, this type of model comes to mind; tax credit for surrender.
However, I think it’s more likely that we’ll see things like tying driver’s license renewal, or health care benefits, or other ‘must have’ or ‘must do’ things tied to confirmation (registration) of firearms, thereby easing the ultimate confiscation.
All in the name of protecting the children, of course...
