Doesn’t the House have a rule that require that every bill introduced have as part of it proof that it is constitutional?
That's already been settled by past SCOTUS decisions. It's covered by emanations from the penumbra of the Commerce Clause, just like liberal legislation has been for at least my lifetime.
The Constitution has been a joke to Democrats for many years, and nobody in Washington has enough spine to do a thing about it. Oaths of office to the contrary are nothing but a bitter joke now.
