Apportion a state’s electoral votes as a percentage of counties won by a candidate in that state. In California, Obama won 29 counties while Romney won 29 counties as well. The electoral votes in this case would be divided 50/50 or 27.5 EVs for Obama and 27.5 EVs for Romney.

This means that in places like Pennsylvania, a candidate could not just pander to the large cities, they would also have to campaign in rural areas and take rural needs into account.

Or kick out GOP observers in the polls in big cities like Philadelphia, and then come up with 100% of the vote FOR Obama in some of those precincts. Imagine that! This is no different than Cuba or Hanoi
