Cap and trade is a game. The trick is in where you set the 'cap'. If the parasite sucks too much blood out of the host, the host could die.

We are actually LOW on C02. CO2 levels have been much, much higher in the history of our planet. Very few have considered that C02 is not only important to 'plants', it is important to 'fish'. Where does the 'oxygen' in the water come from that fish breathe? It isn't from the H2O. If it was, then you would awake to find your goldfish dead, in the bottom of a dry fishbowl, and a room full of hydrogen gas.

The only reason the GW Alarmists are after CO2 is because it contains CARBON, and CARBON is what they REALLY want to TAX, because most stuff on our planet is CARBON BASED. CO2 was easiest to use (blame) because most processes give off CO2 and it is a benign and insignificant factor in 'weather' or 'climate' or 'average global temperature' (which is about as meaningful as the 'average sea level'), so they weren't going to change anything that would cause the world (or them) any harm.

The endgame?

Taxing all CARBON use.
