Not an expert on the constitution anymore...has been 42 years since I took my citizenship exam lololol...

In the aggregate however I can’t fathom how any state can effectively block any one running based on NBC status. The congress can act much faster, and the SCOTUS even faster in the practical scheme of things.

This particular question, like so terribly many of them, will default to the states through action of the 10th amendment OR the fact the states run the elections ~ but Congress can also legislate for federal offices.

It's legally complex, but the federales do not have an exclusive.
