It places the burden of verification upon Congress, who must then name an interim President if there is no proof provided.

Please tell us where in Article II, Amendments XII or XXII, or in the Electoral Count Act of 1887, or in 3 USC§1, or in any other place, that it says that Congress must require that proof be provided.
