He may not _want_ official protection. Considering the state would be both prosecuting him and protecting him, a polite decline of official protection may be in order. Relevant quote from one knowing the subject: “...we found it necessary to point out to our employers that a bodyguard is not much use if he is working for the other side. No matter how much you pay your own bodyguard, other people can offer him more.” May take little to grease a palm for Z’s whereabouts when the protectors are state agents. Better to find earnest protection from other sources harder to identify and harder to corrupt.

If he is not in Florida (as reported) the state he is in may not have cause to provide protection. It would also tip off people to which state he is in. Keeping his location quiet is very important right now.....OTOH A trip to HI would be nice this time of the year!
