Rhodes Scholarships (in the other direction) were just one form such scholarships took. Occidental College had a dorm for foreign students (keeping them separate was common at the time), and many of those were on scholarships.
I don’t see why you pretend to question something that was commonplace at that time.
And we do know that free scholarships were being offered at the time for foreign students.
