Signatures, dates, all move. Impossible to do for a scanned document.That is not impossible at all. All you need is software that applies MRC-compression to PDFs. It will (try to) put the text and the background image automatically into different layers and compress them independently. This is a standard technique used by archiving software, for example. It is quite possible that the Apple PDF software they used for this PDF does it by default (I can’t check because I do not own a Mac).
