All to true if by that you refer to the ‘modern’ way of entrusting contemp of Congress to the Article 2 justice department. When it’s comitying the contempt. But if you go back to the original, intrinsic, purely Article 1, way of implementing it: Congress proclaims it, Congress arrests and itself imprisons perp, perp May not leave detention until contemp resolved or end of that ‘school year,’ then perps might actually be scared. Especially once the implications of a lot of laws not applying to Congress. Like all the laws regarding prison standards. Like all the laws by which other prisoners go to an (Article 1) judge to improve their position. The '8th still applies, but you’ll need the Article 3 court to address it and it is already on the record affirming the intrinsic Congressional power. Realistically the perps only defense against this is the current fecklessness of this Congress and its ‘leadership.’
I don’t know whether a ‘privileged’ Contemp motion, bypassing Ryan, is allowed like an Impeachment one is. If it were allowed that might be a stronger option, if as I believe (but don’t know for certain) that the House can exercise Contemp on its own, not even needing a majority vote out of the Senate. If so, that, if nothing else, could be a powerful stunt for the nascent Jim Jordan for Speaker campaign leading up to the mid term elections. Would GOP House incumbents, facing a Trump voters for re-election, GOP House challengers wanting Trump voters, support the (very) lame duck House leadership, and thus the Swamp, or will they join Trump in draining the Swamp when no Senate cover exists. In my state of Iowa I’d bet King and Blum would join Jordan, and Young would confirm himself Rino. alas my rep is the one Iowa Rat.
