Doesn’t sound like they have much security at NSA. I know people who have worked DOD projects where you practically had to strip naked to leave the facility, along with a full body X-Ray each time.
(not quite, but no cell phones, USB ports disabled on those computers, network wiring in plain sight to make it easy to spot taps, etc.)

Non-malicious? I knew people who were merely careless with (very highly) sensitive material and did serious time behind bars because of it. Once you put TS material on your computer, you are very far beyond the level of simple carelessness/recklessness that we used to punish. Lock him up!
