Since the epidemic of unarmed Blacks being killed by police comes not when Black crime is high but when it is at its lowest level in generations

I'm willing to believe that this article might have some valid points to make, but opening up with such transparent propaganda isn't a good way to start.

Am I missing something? Where is this "epidemic" the author is referring to?
