I think it is obvious by now that Obama has the IRS, FBI & CIA all ready and willing to do his bidding. He doesn’t NEED to manipulate a PDF file. He could have the forgery done on paper dating from 1961, by experts, and entered into Hawaii’s files. He could have the microfilm replaced with microfilm showing his birth certificate forgery was there all along.
The government makes birth certificates. When you control the government, you don’t need to manipulate images. You manipulate the official record, and then forever and for all time the official record shows your forgery is real.
Interestingly enough, when a reporter went to look for the original microfilm way back when, that one roll was missing. When he checked back a few days later it had been found.
The 'found' roll, unlike the rest of the rolls from that time period was pristine, no scratches, dust, fingerprints or wear.

But somebody within the government foiled that plan, as evidenced by the fact that they had to use a forged document even after the HDOH gave them a certified copy of the record the HDOH has.
The CIA and FBI both have whistleblowers. Obama doesn’t own everybody. Close, but not everybody. And when critical people balk at the crimes, Obama’s got troubles.
Somebody at the HDOH balked. Think it through and I think it’ll make sense to you. Just know that the security paper on the White House image doesn’t match what the HDOH actually uses, and that will tell you all you need to know.
More importantly, he has the Hawaii DOH (the guys who make Hawaiian BCs) in his pocket.
