Seems to me that simply regulating the amount of pseudoephedrine that users could buy had the same net effect. We didn't have to "legalize and regulate" methamphetamine to make those labs as rare as moonshine stills, did we?

Not to me; I certainly still hear much more about home labs than about stills.
