Excellent point. If the federal government is funding it, the federal government will exercise control over it.

Ever wonder why so few States want an infantry unit, but are more than happy to take on Engineering or Aviation outfits?

Cause Uncle Sugar pays for all that expensive hardware (choppers/dozers, etc) that the ‘Govenor’ can use for basically the cost of labor.
