Special Dispatch to the New-York Times.

WASHINGTON, Tuesday, May 8.

Mr. E.A. PAUL sends the following to this bureau:

All is quiet with the Army of the Potomac to-day; everything is in readiness, however, for a movement at the proper moment. Our troops are in excellent spirits, and anxious to advance against the enemy under their new Commander-in-Chief. Gen. BURNSIDE's command is in a favorable position. The Fourteenth New-York Battery had a slight skirmish yesterday while going to the front. The men employed in the construction department, and all other supernumerary help, is being sent to the rear as fast as possible.

Deserters from the enemy's ranks cross the Rapidan daily. All agree that LEE is making extensive preparations to meet Gen. GRANT there. People also profess to believe that Richmond is being evacuated
