Essentially, the jihadists are using their tainted homicide bombers like V-2 rockets with a biological twist. They should be regarded as strategic weapons, in the same manner as said V-2s, and the bases they embark from should be destroyed. In WW2, in the Pacific theatre of operations, kamikazes attacks caused great damage to the U.S. Navy. They were successfully countered by sinking the aircraft carrier that they were launched from.
