THE SPACE PRESERVATION ACT

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

IN THE HOUSE OF REPRESENTATIVES

October 2, 2001

Mr. KUCINICH introduced the following bill; which was referred to the Committee on Science, and in addition to the Committees on Armed Services, and International Relations, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

A BILL

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Space Preservation Act of 2001'.

SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.

SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall--

(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and

(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.

SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.

SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--

(1) the implementation of the permanent ban on space-based weapons required by section 3; and

(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.

SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for--

(1) space exploration;

(2) space research and development;

(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or

(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.

SEC. 7. DEFINITIONS.

In this Act:

(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as--

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

I didn't know members of Congress had recognized Chemtrails and mind control. Well, here it is for public comment.

I don't know about you but the "chemtrails" have given me a really bad attitude in the past few days. Lathargic, wanting a handout, free medical service, psychological treatment and a good meal. Ya think it'll work?? How about 6 months mortgage payments for the crap they're spewing.

Seriously...I'm a runner. I've seen big contrails all week and I CAN'T BREATHE.

seriously though,
It's funny that crap like this surfaces so recently after another near miss event with an asteroid - just the type of thing that illustrates the need for some sort of space based "rock blasting" platform, observatory.

I have to admit, for chemtrails to have the reputation of being tin-foil hatted, I'm amazed more environmentalists haven't jumped onto the bandwagon to extort funds from major airlines over the supposed hoopla or that Liberals in general aren't more influenced with environmental arguments regarding the same.

I havn't figured them out, but I have recognized what are referenced today as 'chemtrails' didn't exist 20 yrs ago in the same prolific quantity.

The bill seems to focus on CT issues which might have some factual basis along with UFOs, but get lumped into paranoia, so I doubt it will fly. Not to mention, the phrasing of the bill makes it nearly impossible to discern any method of conventional weaponry from those which the bill is viscerally attempting to control.

Interesting bill though.

What's really interesting is waking up in the morning to a beautiful blue sky. Then for some "meteoroligcal" mystery, planes leave lines in the sky which turn into a spreading white haze. It doesn't happen in every sector. Just parts of town. The lines begin and end, make nice little patterns...spread and after a whole day of crud in the air, the crud goes away. It's reality. However, I wonder what it is and why I feel like cr*p on those days?? I'm NOT a conspiracy nut. I just love blue sky and sunsets. WHAT IS IT?

Acts like this, considering that the US ought to withdraw from the UN Treaty on Outer Space anyway, are an impediment to realizing our destiny as a species.

I live south of Hartsfield near Atlanta.

There are contrails all the time, all the time. And I've got a cold! Ye Gods!!

Funny, we had them there contrails in World War II also, every time conditions were right.

But those were olden times, weren't they? ;^)

Oh, I fully recognize condensation trails exist. Partial pressure of water vapor at certain elevations, temperatures and exhaust of aircraft engines will naturally form them when the conditions are right.

What's more interesting is the trail formations which occur when the flight and atmospheric conditons don't change, but all of the sudden the trails start and stop.

Flag ranks in the Air Force have also expressed similar concerns. The issue is bantered about by Conspiracy theorists, but there do exist serious questions about them from soundly reasoned principles.

My take is that at least 5%to maybe 50% of discussion on issues in the bill have some substance, but at least 30% to 70% seems like poor judgment.

Most people aren't patient enough to consider the issues beyond the visceral nature they exude. Besides, it might very well be B.S., but the lack of any official acknowledgment is disturbing. It almost condones ignorance in the public forum rather than reasoned understanding and support. There's something wrong with this picture, and I don't know what it is.

When the flight and atmospheric conditions don't seem to change, actually. Even in a section of clear air, there can be definite areas of greater or lesser moisture, temperature, and airflow. Air masses where the conditions for contrails are better or worse, sometimes by a change in humidity of only 1 or 2 percent, or a change in temperature of only a degree or two, or a combination of them all. Thus, the contrails do stop and/or start.

Why would condensation trails diffuse to the point of covering a third of the sky? Especially in arid climates not known to have any clouds for months, yet the 'chemtrials' produce cloudy skys intermittantly on a weekly basis,...and in gridlike formations which only corresponds to part of the aviation traffic at those altitudes with similar craft flying similar parallel routes 5-30 seconds apart without any condensation or 'chem'-trail?

I enjoy solving physics problems and explaining them with engineering solutions, but this leaves me in a quandry.

If they are naturally forming contrails, then the airline industry is guilty of pollution on a massive scale which is without any doubt altering biospheres by adding cloud cover over naturally sunny areas a very large percentage of the time.

If they are man made covert trails, then why the continuing obfuscation?

Exactly! Why not include it in the weather report. Hey those jets are really busy today, and conditions tell us that their pesky contrails will be of the persistent kind, so look for a cloud-like cover all afternoon...and now for the news.

You need to know that Dennis "The Menace" Kucinich is not like most Congressmen, or like most human beings for that matter. He is the "Boy Wonder" who as mayor of Cleveland pushed the city into default back in the rustbelt 70's, due in large part to his lunatic leftist fringe politics.

After being booted out and replaced by George Voinovich, he went on to study with that eminent scientist and weapons expert Shirley MacLaine, got into channeling and all the rest of the New Age horsehockey.

"Chemtrails" along with "mind control" and "psychotronic weapons?" Please.

I don't know how many Congressmen "recognize" these fantasies, but I'd wager this bill has damn few co-sponsors.

A contrail if lucky might last 30 minutes. Chemtrails lasts all damn day. Here is the Washoe Valley, I have seen them start at predawn and 'spray' until late afternoon. Other days, a constant back and forth pattern overn the Sierra mountain range for five hours and then quit. There is obvious differences in the formation of contrails and chemtrails and their behavior.

I have read articles stating that people find some kind of spider web like material on their trees, cars, homes, etc. I wonder if there might not be a 'population controller' in some of these chemtrails used around the world. It would be easy to spread any type of bacteria, germ, you name it with these methods. For years the discussion of chemtrails were denied, now it is being acknowledged. Will we ever know the truth? I doubt it.

Requiring the president to implement a treaty ... that seems to make the President responsible for other countrys' compliance with this (proposed) law.

And the only way he can possibly carry out that responsibility would be to conquer the world and thereby force compliance.

At last! Someone in Washington who REALLY understands defense!
