That candidate -- 37-year-old William &#x26;#x201C;Liam&#x26;#x201D; Schuyler Jr. -- was running to represent District 6 on the Pitt County Board of County Commissioners. An arrest warrant alleged that Schuyler took a picture of a female without her consent on May 1. He was subsequently charged with felony secret peeping and was arrested on June 30.
