The most important statement in the Justice Department’s damning report on the Chicago Police Department has nothing to do with police behavior. Released on Friday, the report found the Chicago police guilty of a “pattern or practice” of unconstitutional force. But it turns out that the Justice Department has no standard for what constitutes a “pattern or practice” (the phrase comes from a 1994 federal statute) of unconstitutional police conduct. “Statistical evidence is not required” for a “pattern or practice” finding, the DOJ lawyers announce, citing unrelated court precedent. Nor is there “a specific number of incidents” required to constitute...

Obama purged the military a lot of senior management who he considered adverse to him (that lowly bastard). Trump should reach out to all of those deposed generals and other top brass and make a special program to reinstate their status immediately if in fact they were removed for that reason

Sweden’s Armed Forces have published a “gender manual” to make officers pay more attention to equality between the sexes at home and on foreign missions. Vice Adm. Jan Thornqvist on Thursday told The Associated Press the purpose is to implement a gender perspective in operations and attract more women to the military. He says in foreign peacekeeping operations that could mean asking women and children about their security needs, not just local leaders who often are men. …

The Army is changing the rules for one of its last remaining officers’ clubs to be more “inclusive,” opening membership at the storied Fort Myer watering hole to service members of any rank. The commander of the instillation, which neighbors Arlington National Cemetery and is known officially as Joint Base Myer-Henderson Hall, cited George S. Patton, the famed general who carried ivory-handled pistols, was independently wealthy, and who spoke French, in opening up the elite club to enlisted men. “Beginning Thursday, Sept. 1, service members of any rank or military branch will be able to dine at the historic club...

The Policeman’s Wife A story seldom told As day turns into night, the young mother’s routine proceeds as usual. Her husband, who works the evening shift as a police officer, left home hours earlier, leaving it to her to prepare dinner and feed the children, then see to it that they are bathed and put to bed. These things are done, and it’s almost nine o’clock. She has a little time to relax and watch some television. Near the television set are family photographs, some featuring her husband in his uniform: this one on his police academy graduation day; another...

Oslo (AFP) - Norway's police, who have been authorised to carry firearms for the past year due to a heightened threat of Islamist attacks, will be unarmed again now that the threat level has been lowered, police said Friday. National police chief Odd Reidar Humlegard told reporters the measure would take effect on November 17. The country's 6,000 uniformed police officers will "have to keep their weapons locked in their patrol cars like they did previously," he said. Norwegian police were authorised to carry their service weapons on their belts in November 2014 after the country's intelligence service PST raised...

CHICAGO — The F.B.I. director, James B. Comey, said on Friday that the additional scrutiny and criticism of police officers in the wake of highly publicized episodes of police brutality may have led to an increase in violent crime in some cities as officers have become less aggressive. With his remarks, Mr. Comey lent the prestige of the F.B.I., the nation’s most prominent law enforcement agency, to a theory that is far from settled: that the increased attention on the police has made officers less aggressive and emboldened criminals. But he acknowledged that there is so far no data to...

  • Baltimore police prisoner transport under scrutiny after past death, possible policy violation

BALTIMORE – People in Baltimore and other cities accuse police of sometimes giving prisoners an extra-rough "nickel ride" — a reference to amusement rides that once cost a nickel. Now, the safety of people in Baltimore's police vans is under scrutiny because of a past death and a new fatal injury, one that came after police failed to put a seat belt on a passenger. One of those, Dondi Johnson, died of a fractured spine in 2005 two weeks after he was arrested for urinating in a public street and transported by van. Johnson's family won a $7.4 million judgment...

CLAYTON, Mo. (AP) — The 20-year-old man charged in the shooting of two St. Louis-area officers had been at the protest outside of the Ferguson Police Department earlier that night, authorities said Saturday. St. Louis County Prosecutor Robert McCulloch said 20-year-old Jeffrey Williams is charged with two counts of first-degree assault, one count of firing a weapon from a vehicle and three counts of armed criminal action. The officers were shot early Thursday as a crowd began to break up after a late-night demonstration that unfolded after Ferguson Police Chief Tom Jackson resigned in the wake of the scathing federal...
