PINEVILLE, Mo. — Gregg Sweeten had difficulty last week putting his reaction into words. When he learned that funding for the long-sought Bella Vista Bypass had been found, Sweeten, the Pineville mayor and McDonald County emergency manager, was stunned. Then he was elated.
