Syrian opposition leader Moaz Al-Khatib, head of the Syrian National Council, has resigned his post. Bulgaria does not recognize the Libyan opposition transitional National Council as the country's legitimate government, the Bulgarian Foreign Minister Nikolay Mladenov announced.
