Downing, Enterprise staff writer TAUNTON — The City Council Tuesday voted unanimously to publicly post former police officer David Smith's picture with those of convicted sex offenders on the lobby bulletin board at City Hall. "He is a menace to society, and his picture should be posted with the other degenerates," said Councilor Charles Crowley, who made the motion. Smith, 58, was arrested last July after admitting to molesting a 7-year girl almost nightly for more than a year. He was charged with indecent assault and battery on a child under 14....
