WASHINGTON, Nov 19, 2003 (AP Online via COMTEX) -- Residential construction sizzled in October, reaching the highest level of activity seen in 17 years, a fresh sign that the red-hot housing market is helping the national economy's recovery move forward. The Commerce Department reported Wednesday that builders broke ground on 1.96 million units, at a seasonally adjusted annual rate, representing a 2.9 percent increase from September's pace. <p>Despite last month's rush to build, the headiest days of the housing market are near an end.</p> <p>NEW YORK (CNN/Money) - If you're being deafened by the sound of hammering and sawing in your neighborhood, as one or five or 20 new houses are built around you, you might think the U.S. housing boom is stronger than ever.</p>

<p>Construction on single-family homes soared to the highest level in 25 years last month as buyers and sellers rushed to take advantage of low mortgage rates before they rose sharply higher.</p> <p>The Commerce Department reported that house construction jumped 1.9 percent to an annual rate of 1.52 million. This stoked optimism among housing officials that the historical boom in housing that buoyed the economy throughout the recession is continuing despite climbing mortgage rates. Starts on all housing units, including apartment buildings, surged to a 17-year high of 1.87 million.</p>
