The Democratic-controlled U.S. House of Representatives has passed one of the most partisan bills imaginable. The House passed a bill 213 - 212 that will provide $1.9 billion for "additional security measures" at the U.S. Capitol. And it turns out that the bill only passed because one Republican "forgot" to cast his vote, which would have been against the bill, thus killing it. California GOP Rep. Ken Calvert claims he “forgot” to cast a proxy vote on behalf of Texas GOP Rep. John Carter, which ultimately would have killed the $1.9 trillion Capitol security funding bill.
