Various news outlets report that his "doctor" and his "team" are saying that. But those are partisan sources who could be inclined to shade the truth to protect Biden's image. What hard evidence do we have of what Biden was doing when he got hurt? The story of him getting hurt while playing with his dog seems awfully convenient. A nice, warm, image, suggesting also that he remains physically active.
