The fire that caused the deadly and destructive fertilizer plant explosion in April 2013 in West Texas was set deliberately, a federal investigator announced early Wednesday afternoon. "This fire was a criminal act," Bureau of Alcohol, Tobacco, Firearms and Explosives Special Agent in Charge Robert Elder said.
