Yesterday, we showed you this report by The Washington Independent that a whopping 95 percent of Conservative candidate Doug Hoffman's cash came from outside the district. Today, the Independent crunched some more numbers and found that Democrat Bill Owens also got most of his cash from outside the district -- 86 percent of it. Only $121,596 of Owens' total (as of Oct. 15) $843,441 came from the district. The biggest donor, the Democratic Congressional Campaign Committee, contributed about 11 percent. I asked him what happened in Jefferson County, where Watertown is located, and where Democrat Bill Owens is leading the vote. “We lost,” said Graham. “The Scozzafava endorsement, the [Watertown Daily Times] endorsement of Owens–I mean, they roughed Hoffman up.” Could Hoffman still pull out a win? Election laws usually prohibit campaigning within a certain distance from a polling location on Election Day. Usually, all it takes is a word to the precinct judges to get violations from overeager campaigners straightened out. Democrats in NY-23’s special election called the cops, as the New York Daily News’ Elizabeth Benjamin reports: I just got off the phone with former state Democratic Chairwoman June O’Neill, who informed me the police had been called to at least two polling sites in St. Lawrence County due to overzealous electioneering (O’Neill called it “voter intimidation”) by Doug Hoffman supporters.

The Washington Post reports the Obama White House played a critical, behind-the-scenes role in persuading former GOP District 23 congressional candidate Dede Scozzafava to endorse Democrat Bill Owens over Conservative Doug Hoffman. If true, the Post report reveals a striking example of the administration's penchant for tinkering in regional politics. Scozzafava pulled out of the race Saturday after falling to a distant third place in the polls. Initially, national GOP leaders praised her decision as "selfless." Early yesterday, I posited that Dede Scozzafava's withdrawal from the race in NY-23 might hurt Conservative candidate Doug Hoffman. The basic idea is this: If you are a conservative living in NY-23, you're probably already lined up behind Hoffman. Scozzafava and Democrat Bill Owens were probably mostly splitting the moderate-to-liberal vote at this point. These voters may well conclude that their views are more closely aligned with Owens' than with Hoffman's, and pull the lever disproportionately for the Democrat.
