California has no jurisdiction in Nevada. And a California resident is just that. He is not a “subject” of California. California is not a sovereign government. I doubt any law like that would survive a challenge.

If you can force helmet laws because it might save public money there is virtually no behavior that cannot be regulated. Roller skating without gear, eating French fries, drinking soda... Oh wait.
There is no limit to the totalitarian goals of moral busy bodies. They would regulate everything.
My BiL had to install a sophisticated security system with an 8 foot high iron bar fence on his house in Denver. Thieves even stole the rattan furniture off of his front porch. He lived in an upscale neighborhood, too.
In the 1800s wealthy people would send unhinged relatives to sanitariums. These were rest homes where the patients were treated kindly, got rest and exercise and actually most patients would eventually return to normal lives. Today such people are sent to psychiatrists where they are put on drugs that worsen their conditions. Some become mass shooters. Some become family annihilators. Some have careers on MSNBC.
