I’m not sure about the use of the word - Marginally.
My personal experience and observations tell me that it is several times more lethal and deadly than the flu, especially to the elderly and those with serious illnesses.
It is also many times more infectious than the flu.
It might not be as lethal as many nake it out to be, but it’s still a danger to the public.
Personally, I’ve seen numerous family and friends get infected by COVID, many mild but some serious. I also have friends who died after contracting it. Hence, I am not going to downplay its seriousness, but neither do I believe we have to destroy our economy because of it.

How is Duterte going to do that with his puny military?
The only way he can do this is to form military alliances with other similarly threatened countries - Vietnam, South Korea, Japan, Australia, India and (if he can swallow his pride since he’s been distancing from us ), the USA.
Otherwise, he’ll have to continue to hope and pray China doesn’t swallow his country next after they invade Taiwan.
