Dick Gephardt, D-MO, announced today that he has appointed himself President of the United States, effective immediately. "I have duly sworn myself in as president," he said. "Instead of having the Chief Justice of the Supreme Court administer the oath of office, I just issued an executive order effective retroactively in advance."
