    RICHMOND, Va. (WRIC) — Gov. Ralph Northam presented his reopening guidelines for Virginia today during his update on the coronavirus outbreak in the commonwealth. Northam said the state will have three phases to open up. Phase I will allow businesses to re-open with limitations. For example, people can go to the hair salon but will need to make an appointment. Also, restaurants can reopen but will need to limit their seating to allow for social distancing. He said phase I will likely last three weeks and won’t happen until at least next week.

    A local clinic and state officials are evaluating whether a patient who had recently traveled to West Africa and appeared at clinic offices in South Richmond Monday is at risk of Ebola infection. “We immediately put the person in isolation and immediately called the health department,” said Julie Bilodeau of CrossOver Ministry, a faith-based free clinic whose patient population includes many immigrants. A sign posted on the clinic's front door Monday afternoon read: "Clinic closed for emergency.” It was not immediately clear what precautions clinic workers took in handling the patient.
