It’s an unbelievaly stupid law. Basically, turns anyone running from a lynch mob over to the lynch mob. Matt Dylan might intervene as the Marshall, but Chester may not, since he was replaced by Festus. So if Festus is out of town, the putative lynchee is only as safe as the size of the mob determined to kill him, and their fear of Dylan can deter them.
