Mr. Barr’s authorization prompted the Justice Department official who oversees investigations of voter fraud, Richard Pilger, to step down from the post within hours, according to an email Mr. Pilger sent to colleagues that was obtained by The New York Times. […] Mr. Barr said he had authorized “specific instances” of investigative steps in some cases. But he made clear in a carefully worded memo that prosecutors had the authority to investigate only “substantial allegations” of irregularities, warning that “specious, speculative, fanciful or far-fetched claims should not be a basis for initiating federal inquiries.” Mr. Barr’s directive ignored the Justice...

Oct. 16 (UPI) -- Animal rescuers in Oregon said a small, white animal spotted earlier this month in Portland was safely captured and positively identified as an Arctic fox. The Bird Alliance of Oregon said the female Arctic fox was brought into its Wildlife Care Center, but officials still do not know how she ended up in the Portland area. "Arctic foxes don't naturally occur in Oregon, so this species is considered an exotic animal here," rescuers wrote on social media. "Its native habitat is in the far north in places like Greenland, Svalbard, northern Russia, Canada and Alaska." Rescuers...

According to researchers at Norway's Polar Institute, the juvenile fox — which was fitted with a GPS tracking device — covered more than 3,500 kilometres in just 76 days, averaging 46km a day. At one point, its movement rate dropped below 10 kilometres a day for 48 hours. Scientists believe the juvenile, thought to be under a year old when it embarked on its journey, may have encountered bad weather or stopped to "snap up crustaceans from the open water". The second leg of the animal's journey into Canada remains more of a mystery, however. Its transmitter stopped working in...

‘Fox News North’ and the assertive new conservatism: With all the fuss over fake lakes, summit bloat and political mergers, it was easy to miss a significant media development last week: Quebecor Media is launching a news and opinion network to counter mainstream Canadian journalism. "Fox News North" hasn’t even been officially announced, but it’s already causing a stir because of its apparent goals and because its chief organizer is a former top aide to Prime Minister Stephen Harper. Kory Teneycke is already signing up right-friendly talent for the new channel, which will clearly attract an audience but also must...
