Meshi-Zahav describes the scene at the hotel as unorganized and chaotic, explaining Egyptian officials do not even have a line to speak directly with government officials in Cairo. Reports indicate the Egyptian tourism minister is expected on the scene, hopefully to permit recovery efforts to get underway.
