Again, reading CATO carefully, one must see the common sense contradiction of the above statement. Let's check out CATO again:

To accept Demidog's premise, one would have to truly twist the meaning of the CATO statement.

Yes, citizens can borrow weapons if they are trained and if they are travelling to a dangerous area. They may not keep firearms in their own homes...
