A bill on sanctions against the primate and three other high-level representatives of the Russian Orthodox Church has been submitted to Ukraine’s Parliament, the Verkhovna Rada.
Draft resolution No. 7332 was registered on April 29, reports the Union of Orthodox Journalists with reference to the official Rada website. Similar calls have come from other states and organizations as well.
The bill calls for sanctions against His Holiness Patriarch Kirill, the head of the Department for External Church Relations (DECR) His Eminence Metropolitan Hilarion (Alfeyev) of Volokolamsk, DECR Deputy Head Archpriest Nikolai Balashov, and His Eminence Metropolitan Tikhon (Shevkunov) of Pskov and Porkhovsk, who, according to the bill, is “Vladimir Putin's confessor and a person close to the Russian special services.”
The draft law is proposed by more than 20 deputies from the Voice, Servant of the People, European Solidarity, and Freedom parties, including the authors of the recently submitted bills calling for a total ban on the canonical Ukrainian Orthodox Church.
The text states that representatives of the Russian Church have “repeatedly publicly supported” the “armed aggression of the Russian Federation against Ukraine,” which the authors characterize as “genocide.” According to the bill, they “perform the function of civil servants in religion, implementing the policy of the Russian Federation through the means of power and influence available to them.”
The explanatory note points to a number of statements from the Patriarch concerning the fratricidal war, and also identifies the given metropolitans and Fr. Nikolai as the main developers and defenders of the idea of the “Russian World,” which the authors believe “denies the existence of the Ukrainian people as a separate nation, and is based on distorted stories of Orthodoxy and a rewriting of the history of Kievan Rus for the benefit of Moscow.”

He is being sanctioned because he is calling for the annexation of Ukraine and a bunch of other countries. He's a known propaganda mouthpiece and agent of the State. A real patriarch wouldn't have a KGB codename.

I have lost three pastor friends in UA in the past month, while they were working to evacuate predominantly women and children, and or distribute water. There are many more links than were posted this morning.
What is happening right now in UA is more terminal in nature, and involves a major invasion where if successful will see Russian forces persecute, (I mean beat, rape, torture, kill), as well as shut down, burn, and bulldoze churches, while once again eliminating freedom of religion.
There is a point of true Believers being persecuted under Kirill’s ROC.
But this is not at all new.
Where I was in Russia, amongst many other efforts, we worked with unregistered pastors across the CIS for years.
We knew many who were severely persecuted under both Yeltsin and Putin, and often at the behest of orders rolling down hill from former KGB/FSB ROC Patriarch “Alexy II”.
We tried to help with medical cost in several cases, where pastors were beaten badly, and or their families were denied state healthcare (as 99% of Russians and CIS citizens only really have state healthcare), as punishment for being Evangelical and Protestant pastors. We even arranged for US doctors to reach out to them on occasion, as most of their members were denied any care at all.
This is not new, and while I know several American pastors over there now, (both UA and RU, persecution has largely remained the expected general rule within the Russian Federation and subordinate CIS, albeit not as severe as the period from about 1918 to roughly 1987. That period was more like China.
The stories of this happening in Ukraine are real, and there are many more you wouldn’t even want to know about.
ROC is KGB-FSB
The Russian Orthodox Church (ROC) has been, since its reconstitution during WWII, an instrument of the state. The best illustration of this is probably the 1949 “Greetings from the clergy and laity of the Russian Orthodox Church to the leader of the nations of the USSR, the Generalissimus Joseph Stalin on his 70th birthday.” It states, in part:
Witnessing at every step your noble efforts to make people’s lives peaceful and happy, we see in your person not only a great statesman and leader, guiding the lives of people in a new direction of history, but also a fatherly, caring trustee of all aspects of our human existence with all its various needs.
The Russian Orthodox patriarch at the time of Putin’s Easter show was patriarch Aleksi II, who died on December 5, 2008. Lt. Gen. (r) Ion Mihai Pacepa, the highest Soviet bloc official to defect to the United States, writes of Aleksi II, “The KGB had carried him under the codename ‘DROZDOV’ and awarded him its Certificate of Honor, as was learned from a KGB archive accidentally left behind in Estonia.”
Additionally, we know more from “original KGB documents known as the Mitrokhin Archive (described by the FBI as the most complete and extensive intelligence ever received from any source).” We also know more “from Politburo documents released by Father Gleb Yakunin, vice chairman of a Russian parliamentary commission that investigated the KGB’s manipulation of the church.”
And with those details in hand, the “election” of a new patriarch in 2009 was quite a sight to behold:
On January 27, 2009, the 700 Synod delegates assembling in Moscow were indeed presented with a slate listing three candidates. All, however, belonged to the secret KGB army: Metropolitan Kirill of Smolensk worked for the KGB under the code name “MIKHAYLOV”; Metropolitan Filaret of Minsk has just been identified as having labored for the KGB under the codename “OSTROVSKY”; Metropolitan Kliment of Kaluga was recently discovered to have been listed under the codename “TOPAZ”.
When the bells at Christ the Savior Cathedral in Moscow announced that a new patriarch had been elected, Metropolitan Kirill, aka “MIKHAYLOV,” proved to be the winner.
Presumably, the KGB/FSB considered him to be in a better position to carry out its tasks abroad, where he had directed his efforts during most of his professional life. In 1971, the KGB had sent him to Geneva (Switzerland) as a representative of the Russian Orthodox Church to the World Council of Churches (WCC), the largest international ecumenical organization after the Vatican, representing some 550 million Christians of various denominations throughout 120 countries.
His task was to use his position in the WCC to spread the doctrine of Liberation Theology—a Marxist religious movement born in the KGB—throughout Latin America. In 1975, the KGB had infiltrated “MIKHAYLOV” into the WCC’s central committee, and in 1989 the KGB had appointed him chairman of the Russian patriarchate’s foreign relations as well—positions he still held when he was “elected” patriarch. Indeed, in his acceptance speech “MIKHAYLOV” announced that he would establish religious television channels in Russia that would broadcast abroad.
Kirill/“MIKHAYLOV” recently attacked the “Godless” Ukrainians – though, according to one journalist (a recipient of the Blessed Karol Wojtyla [Pope John Paul II] prize for excellence in journalism dealing with religious themes), “25% of the population attends Easter services in Ukraine compared to 2% in Russia.”
In November, Kirill/“MIKHAYLOV” asked that Russians “remember positive achievements of the Soviet period”:

Again, Pope Francis was literally at “Ground Zero” of the KGB’s secular Warsaw Pact development, but the development and effort to spread “Liberation theology” and “Social Justice” within the Roman Catholic Church, and through the World Council of Churches.
This was part of the plan to neutralize and “capture” the churches, and to spread societal division, and to necessarily create pervasive sexual perversion throughout Western societies.
Putin himself is an admitted globalist, as is Xi, but see themselves as ascendant over the structure.

Ukraine is a proxy and stepping stone, and will get crushed no matter what.
Kirill is a political agent of the country with which they at war. He is a legitimate target for sanction.
