There is.

It has been repeatedly articulated over the last year by the RM.

I don’t know if it’s on his RM page yet, or not.

The poster has been around long enough and visible and reading long enough to KNOW that rather emphatically.

Yes, the RM has recently said it is against the rules to post in a foreign language without a translation.

The only exceptions are words like “adieu” and “bon appetite” which most people understand.

There is now. After some Catholics posted exorcism prayers to non-Catholic FReepers, the RM decreed that anything which is posted in another language that is not a very commonly know phrase (such as *Adios*) must be translated.
