I have been in small churches where there were no adult men to officiate or were not willing to officiate. Then the women took over.

When qualified men came into the church the women voluntarily stepped down.

I can't help but think Paul's admonition against women teachers was specifically for the Corinthian church as Timothy later became the overseer of that church.
