Actually the scientists have determined that the universe has been expanding for 13.7 billion years (from our space/time coordinates.) That is because of the inflationary period:
But then late last year they decided that number needed to be raised a bit:

BTW, from the calculations I've been using comparing inflationary theory/relativity to Genesis 1 - I've been expecting the 13.7 byo number to tick upwards.
