sitetest, it's hard to say. None of these names mean anything to me. What is good, though, is Mr. Tong's stance on how the panel will operate (which is why I added that article). There was a lot of complaint that Carnley's approach basically made the panel worthless.
"Panel of Reference???"..it sounds like a Quality Control group for Home Depot.
