Thanks, but I've tried that (and tried refreshing it multiple times) all evening to no avail.

However, it just occurred to me that I've been using Microsoft's Internet Explorer browser, and maybe there is some strange caching problem due to the fact that I'm accessing the Internet via AOL. (I temporarily signed up with AOL because I'm on vacation and it's easier to find a local AOL number than one for my regular ISP.)

So just now I went to the AOL browser window (which I usually ignore), and that address worked! I can now directly access the Secretary of State's web site through the AOL browser.
