Now, help out all us incognescenti: What are the bottom line issues for Props. 53 and 54? What will a NO and Yes vote, respectively, provide for Californians?

Prop 53: Will require the state to spend at least 3% of the state budget on infrastructure.

Prop 54: Prohibits the state from collecting racial information (with certain exceptions).

Prop. 53 locks up the budget for (BAD IDEA)infrastructure projects and Prop 54 bans those race boxes on (GOOD IDEA) government forms
